Stamp duty concessions & exemptions in Victoria
What you might not have to pay.
- Concessions & exemptions summary: VIC offers a first home buyer duty exemption/concession to $750,000, a separate pensioner/concession-cardholder exemption, a principal-place-of-residence concession for other owner-occupiers, and a temporary off-the-plan concession. Most are PPR-only and value-limited.
- First home buyers: full exemption from land transfer (stamp) duty for a home valued up to $600,000, and a phased-in partial concession for $600,001–$750,000. New or established homes both qualify; all buyers must occupy it as their principal place of residence (12 continuous months within 12 months of settlement).
- Pensioners and eligible concession cardholders: a once-only duty exemption for a home valued up to $600,000, or a partial concession for $600,001–$750,000 (contracts signed on or after 1 July 2023). Must be your principal place of residence.
- Principal place of residence (PPR) concession (owner-occupiers who aren't first home buyers or pensioners): a reduced duty rate on homes valued $130,000–$550,000, provided you move in within 12 months of settlement and live there for 12 straight months.
- Temporary off-the-plan duty concession: for apartments, units and townhouses of any value, construction/refurbishment costs incurred after the contract date are deducted from the dutiable value before duty is calculated. Open to all buyers. Applies to contracts entered from 21 October 2024; the extension to 21 April 2027 was in the 2026–27 State Budget and pending legislation — confirm it is in force before relying on it.

First Home Owner Grant: $10,000
New homes only (newly built or substantially renovated). Property value cap $750,000. Owner-occupier for 12 continuous months commencing within 12 months of settlement. Australian citizens or permanent residents aged 18+. The $20K Regional Victoria FHOG ended on 30 June 2021.
